The International Scientific Conference "Russia and the world community in the context of post-crisis development", was held on June 1-2, 2011 in IIEL. It has become a logical continuation of the last summer's conference, "The global economic crisis in the context of globalization: challenges and prospects for output," organized by IIEL which had the status of in international conference. This year's conference was attended by more than one hundred and fifty representatives of universities and scientific organizations in Russia, CIS and Baltic states of Europe, the Middle East, Eastern and South-East Asia - Belarus, Kazakhstan, Lithuania, Tajikistan, Georgia, Denmark, Slovakia, Bulgaria, Syria, China, Vietnam, Cambojia.

The conference program included a plenary session and the work of three sections: Section of Economic Sciences, Section of Legal Sciences, Section of Humanities and Sciences.

Plenary session was opened by President of the IIEL, academician of the Russian Academy of Natural Sciences F.L. Sharov. In his speech he said: "We, the Russians – probably are optimistic. We believe that Russia is entering a period of post-crisis development, while the United States, Europe still does not feel very confident”. Stressing the importance of such research activities, which becomes a good tradition in in IIEL, F.L. Sharov emphasized the need for active participation of students: the format of the conference gives them the opportunity to listen to different, often diametrically opposed, views on the most vital problems of science and practice, ask questions to scientists and experts and stimulates research activity.

Leading pro-rector of the plenary session of the scientific and methodological work of IIEL, Ph.D. Margarita V. Gladkova wished the conference participants fruitful creative discussions, the acquisition of new scientific contacts and expand partnerships.

A series of plenary sessions began with a presentation by Vladimir MARTVONA, , head of the Office of International Relations, National Bank of Slovakia, who prepared a presentation on how to deal with the crisis in the European Union and the euro area, particularly in Greece, Ireland, Portugal and Slovakia. The complexity of solving economic problems in the EU due to the high degree of financial interdependence of these countries: problems of one country will inevitably spread to other countries. B. Martvon revealed the essence of the European funds of financial stability (European Financial Stability Facility, EFSF), especially the functioning of the European Stability Mechanism (European Stability Mechanism, ESM).

The Speech of E.R. Orlova, Doctor of economic sciences, head of the Laboratory Institute for Systems Analysis, editor in chief of the collection of scientific papers ISA RAS "Investment processes in Russia," was devoted to innovation as one of the most promising tools for the development of the domestic economy.

Tax strategy of the state in post-crisis period was analyzed in the report of L.A TCHAIKOVSKY,, doctor of economic sciences, professor, head of the department of taxes and tax REU Plekhanov.

The subject of the report of E.V. Chaikin, JD, Director of the Research Institute for the legal nihilism that was the crisis of the Russian culture of ownership.

The participants and guests were able to get an idea about the actual problems of political and legal system of Belarus, from the speech of the candidate of legal sciences, head of the Department of Theory and History of State and Law of the Police Academy of BelarusS.V.Lipen. According to his report, there are no preconditions to a substantial reform of the political and legal system in modern Belarus.

Doctor of psychological sciences, professor, deputy chief of staff "Alliance ROSNO" V. A Smetanin informed the participants about the social and labor issues of modern society.

Y.V TRUNTSEVSKY, LL.D., Professor of the department of "Risk analysis and economic security,of" University of Finance of the Russian Government gave the review of current issues of criminal law theory and practice gave.

Plenary session ended with a report performance by A. I. Kosarev, JD, professor of the Institute of State and Law, Academy of Sciences, entitled "Stability and development in the past and present."

The section of economic science worked in a busy schedule: due to the large number of participants had to go beyond the rules, but the head of the section, PhD, vice-rector for scientific and methodical work of the IIEL, Head of the Department of Finance and Credit IIEL M. V. Gladkov, provided a word to anyone interested.

Lively interest was aroused by a report by by A. V. Vlasov (IIEL) on the current demographic situation in Russia and its impact on socio-economic development of the country, reports Y.A Goncharov (IIEL) and Sariema Mom (Cambodia) on the issue of competitiveness of national economies, the report by P.I. Shihatova (IIEL) the introduction and acceptance in Russia, international financial reporting standards, the report by V. Lavrinovichus(Lithuania) on special social programs in the country, the report by A. K. Selchenok(Belarus) on the management of cultural and social development, the report by Injury Daoud (Syria) on success factors hotel industry.

The meeting of the section of law was presented by a wide range of issues of legal support post-crisis development of the state - from a new theoretical perspective on the problem of limiting citizens' rights and address the problems of implementation of international law to the evaluation of power politics in the public service and legal analysis of the delivery of educational services on a fee basis.

The report of the Head of Section, Doctor of Legal Sciences, Academician of RANS, the supervisor of the Faculty of Law IIEL V. LAZAREV,received great resonance among the audience, He proposed to enter into scientific concept of "otemlemye rights of the citizen". The report by V. A. Demidyuk (a branch of the Moscow Institute of Law in the Nijniy Novgorod), defended the idea of learning to allocate the right to a separate branch of law, and had raised the issue of collision branches of the legal status of universities. The report by A. K. Romanov (RANHiGS under the President) was on the issue of the right analogy and analogies of the law. The report by Ushangi Japaridze (Georgia) covered the illegitimacy of certain decisions of International Court of Justice. The students took active part in the discussion. Section of Humanities and Mathematical Sciences (Head - Doctor of Historical Sciences, Vice Chancellor for Academic Affairs and the organization of a set of IIEL, chair of the humanities IIEL T. V. KARPENKOVA gathered all the experts in the field of history, philosophy, foreign languages, mathematics, computer science. The subject of the reports covered the historical aspects of the modernization of the legal and educational systems in Russia (reports by T. V Agayev, A. Y. Klimanov), the difficulties in the methodology of teaching and learning of foreign languages during the integration of Russia in the English-speaking community (report by L. Y. Shipilova), the application of mathematical methods in terms of the dynamics of socio-economic systems (report by O.Khudyakova), optimization problems of fundamental and practical training of students as a whole, and in the field of information technology (reports G. N. Bitkova, V. A. Buzhinsky), etc.

According to the participants’ view, the organizers of the conference have managed was to provide a high level of professional reports and presentations, to create an atmosphere of cooperation, sharing creativity, conducive to revolve traditional approaches and the creation of new scientific ideas.
