1. General Terms

1.1. On the basis of a license of April 4, 2011 № 1304, Series AAA number 001351 issued by the Federal Service for Supervision and Control in Science and Education, IIEL Institute conducts admission of students on the following departments, directions, profiles:

1.2. These rules govern the admission to the International Institute of Economics and Law (head institution and its branches) for training on basic educational programs of higher education.

Education is paid. . The fees are paid by order of the rector of IIEL set for each semester. The amount of payment is fixed in the contract for the preparation of BA (MA), and depends on the direction and form of training. Information about the cost of education in the 2012-2013 academic year, posted on 1/3/2012 on the site of IIEL.

1.3. Training is conducted in Russian by full-time, part-time (evening) and correspondence.

1.4. The content of training is determined by the training plans drawn up in accordance with the requirements of the federal state educational standards implemented ways for different levels of education and training forms.

1.5. In the first year, in accordance with the laws of the persons who have a state approved secondary (complete), secondary vocational education or higher professional education, as well as an instrument of initial professional education, if it has a record of the receipt of secondary (complete) general education .

Reception of citizens in the IIEL (branch) to the first year of BA is carried out:

1.5.1. On the basis of the unified state examination (hereinafter - EGE) on general subjects, corresponding to the direction of training, which takes place at the reception of those with secondary (complete) general or vocational education.

1.5.2. Based on the results of admission tests, whose form is determined by the IIEL alone, in the following categories of citizens in the absence of their exam results of this year:

- With secondary (complete) general education received prior to January 1, 2009;

- With secondary (complete) general education received in the educational institutions of foreign states;

- With secondary vocational education - while taking on an abbreviated training program Bachelor corresponding profile;

- With higher professional education - at the reception for undergraduate training;

1.6. Reception of citizens with disabilities can be performed on the basis of the results of the exam, and on the basis of results of entrance examinations conducted by the university itself (no exam results), features of which are specified in Chapter 6 of this Regulation.

1.7. The results of the exam, recognized as the results of entrance examinations in general subjects, corresponding to the direction of training, which takes place at the reception, can not be installed below the Federal Service for Supervision in Education and Science, the minimum number of points on the exam results on such general subjects, confirming the development of the educational program secondary (complete) general education in accordance with the requirements of the federal state educational standards.

1.8. By decision of the Academic Council of IIEL in each direction of preparation is set the minimum number of points on the exam results, entrance examinations conducted by the university itself, confirming the successful completion of entrance examinations in general subjects, exceeding established Federal Service for Supervision in Education and Science, the minimum number of points, confirming the development of educational program (complete) general education.

The established minimum number of points can not be changed until the completion of admission procedure.

1.9. IIEL (branch) performs transfer, processing and granting personal data received in accordance with the laws of the Russian Federation in the field of personal data without their consent to the processing of personal data.

1.10.For applicants, on the basis of entrance tests, the shape is determined by the IIEL itself, the entrance test is conducted in accordance with the schedule approved by the rector.Applicants, admitted to entrance exams, are given an examination paper, issued with a registration number. Applicants are reported of the schedule of entrance tests. Examination paper is filed in the personal file after the entrance tests.

1.11. Admission to the second and subsequent years of study is conducted on the basis of qualification tests, set by the university itself.

1.12.Admission to MA is conducted on the applications of citizens who have higher professional education, the results of entrance tests, set by the university itself.


2. The organization of Admission of citizens to the IIEL

2.1. The admission of citizens to the IIEL (branch) is organized by the Admission Committee.

The chairman of the Admission Committee is the rector of the IIEL.

2.2. The composition, powers and procedures of the admission committee is approved by the rector.

2.3.The work, paperwork, and the admission of applicants and their parents (legal representatives), is arranged by the Executive secretary of the Admission Committee, who is appointed by the rector.

2.4. The chairman of the Admission Committee organizes and conducts entrance tests for people with the limited abilities and categories of persons referred to the paragraph 1.5.2 of 1.5 of the present rules.

Powers and procedure of the examination and appeals is determined by the rules and is approved by the chairman of the of the Admission Committee.

2.5. Certification and appeals commissions are formed for organizing and conducting certification tests to enter the second and subsequent courses. of the IIEL.

2.6. The work of the Admission Committee provides observe the rights of citizens in the areas of education, established by Russian legislation. Publicity and openness of the Admissions Committee, an objective assessment of abilities and aptitudes of applicants is guaranteed. The Admission Committee of the IIEL must monitor the reliability of the information submitted by applicants. In order to confirm the validity of data provided by the applicants. The IIEL Admission Committee may apply to the relevant government information systems, public (municipal) agencies and organizations.

2.7. The IIEL gives full information necessary for admission into the federal information system.


3. The organization of informing applicants.

3.1. The IIEL (branch) announces admission to training for the citizens on basic educational programs. of higher education in accordance with a license from April 4, 2011 № 1304, Series AAA number 001351 issued by the Federal Service for Supervision and Control in Education and Science.

3.2. The official website of the IIEL places for the applicants and (or) their parents (legal representatives) the following documents:

copy of the license for educational activity (with attachments);

a copy of the certificate of state accreditation of the university (with attachments);

basic educational programs of higher education, used in the IIEL and its branches.

3.3. The Admissions Committee places the following information, signed by the chairman of the Admissions Committee on the official site of the IIEL and the information board:

Not later than February 1:

- The list of areas of training the IIEL(branch) announces for admission in accordance with the license for educational activity;

- Annual admission rules to the IIEL (branch) for 2012/2013 academic year;

- List of entrance examinations on general subjects for each area of training in accordance with the List of admission tests of a state-accredited educational institution of higher education approved by the Ministry of Education and Science of the Russian Federation;

- List and information about the forms of entrance examinations for people with higher professional education, and rules for their conduct;

- List and information about the forms of entrance examinations for MA training programs and certification tests for admission to the second and subsequent courses and rules for their conduct;

- List and information about the forms of entrance examinations for those with secondary vocational education and for reduced BA program, and the rules of conduct;

- Information on the forms of entrance examinations for the categories of persons referred to in paragraph 1.5.2 paragraph 1.5 of these Regulations and the rules of conduct;

- Program of entrance examinations conducted by the university itself, and the rules of their conduct;

- Information on the forms of entrance examinations for foreign nationals and the rules of their conduct;

- Information on the right to pass entrance exams in Russian;

- Information about the possibility of receiving applications and necessary documents required by these Rules, in digital form;

- Features of entrance examinations for people with disabilities;

- Information about the timing of the exam to pass the exam, independent of the results of USE.

Not later than June, 1:

- the total number of places for admission to the first year of training in each area, including various forms of education;

- Number of places in each area on the contracts with payment of tuition fees;

- The number of places admitted to the first year of studying at BA with reduced program of the corresponding profile;

- Copy of the contract for applicants, entering the places by contracts with payment of tuition fees;

- The rules for filing appeals on the results of entrance and qualification tests, conducted by the IIEL;

- Information about the availability and number of residences in the dorms for nonresidential applicants.

Not later than June, 20:

- The minimum number of points on the exam results. Entrance examinations, conducted by the IIEL (branch), independently confirming the successful passing of entrance examinations in general subjects, included in the list of entrance tests for each area of training;

- Date of admission tests for MA programs and certification tests on the second and subsequent courses;

- Admission committee is obliged to provide the applicants, not having the results of the exam, the information about the location registration for taking exams in additional terms on the territory of the Russian Federation, on the location of the IIEL (branch);

- The number of places for admission to the second and subsequent courses.

3.4. In the period of receiving the documents, the Admissions Committee of the IIEL (branch) daily informs on the number of applications and the competition, organizes the operation of special telephone lines to answer all the questions coming.

3.5. Information on the number of applications, including a full list of surnames of persons, applicants, the competition must be submitted for each area of training (in the case of organizing the competition in each area of training) and placed on the information board of the Admissions Committee of the IIEL (branch).

3.6.The Admissions Committee is to monitor the reliability of the information submitted by applicants. In order to confirm the authenticity of the information the admissions committee may apply to the appropriate information systems, public (municipal) agencies and organizations. The IIEL gives all the necessary information.


4. Reception of documents from applicants

4.1. The reception of documents from applicants shall begin not later than June 20. The graduates of previous years, graduates of educational institutions of primary vocational and secondary vocational educational establishments, as well as citizens who have secondary (complete) general education, received in the educational institutions of foreign states, who have not had the opportunity to participate in the USE during the period of the state (final) certification, may apply for participation in the exam until July 5, in accordance with the Order of the unified state examination, which is approved by the Ministry of Education and Science of the Russian Federation.

The final date for admitting the documents for the first course on BA program (except for correspondence form of education) according to the USE results - July 25.

The application deadline for the BA program at correspondence form of education, and MA program, as well as for admission to the second and subsequent courses of the IIEL, is established by the university itself.

4.2. Admission to higher education for training on basic educational programs of higher education is conducted according to the applicants of citizens.

4.3. Applicants to the first year of BA program may apply to participate in competitions and at the same time not more than five high schools in three areas of training. The applicant has the right to submit an application at the same time on different forms of education.

4.4. When applying for admission to higher education the applicant gives:

original or a photocopy of documents proving his identity and citizenship;

original or a photocopy of the document state education.

After leaving the military service persons are given the right to use the unified state examination, handed to them a year before being drafted into military service. The applicants should provide the military card.

4.5. For training on MA program the applicant provides the bachelor’s degree, a diploma from higher vocational education, a diploma on master's degree in the terms established by the high school.

Persons with limited health abilities provide the original or a photocopy of the document confirming the limitations of their health.

Children with disabilities, disabled groups I and II, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education" have the right of admission to higher school out of the competition, successfully passing the entrance examinations. They are to provide conclusion of the health social assessment on the absence of contradictions for training in the institutions.

4.6. For the first year of training the applicants, who have a state approved secondary (full) general education, secondary vocational education or higher professional education, as well as the document on initial vocational education, if it has a record of receipt of the mean (complete) general education.

4.7. For the second and subsequent courses the applicants with a state diploma of incomplete higher vocational education, academic list, or a standard document of higher professional education.

4.8. The application must include the following required information:
1) The name, middle name (last - if available);

2) date of birth;

3) The details of the document proving his identity, when and by whom issued;

4) information on the previous level of education and qualification, in his confirmation;

5) the area (s) of training (specialty (s), which he plans to enter the IIEL, showing the form of education and learning conditions;

6) The information on passing exam results and place of delivery of the exam (if there are several exam results, the validity of which has not expired, the applicant indicates the exam results of USE he is to use);

7) to participate in the competition on the basis of entrance test conducted by the IIEL itself (for the persons referred to paragraph 1.5.2 paragraph 1.5 of the Regulation), if they have no exam results of this year;

8) the presence / absence of the diploma of the winner of the contest or School Olympics (Having details of the diploma of the winner);

9) needs in providing the hostel.

The applicant for admission also should access to the copies of the license for educational activity, the certificate of state accreditation (including through public information systems). The fact of access to documents is signed by the applicant.

Signature shall be certified the following:

receiving higher education at this level for the first time;

proof of application to no more than five schools;

access (including a public information system) to the date of the original document is to provide state education;

access (including a public information system) to the rules of appeal for admission based on the results of entrance examinations conducted by the university itself, additional entrance examinations and certification tests.

The IIEL returns the documents of the applicants in case they don’t contain all the necessary information, and (or) information, do not correspond to reality.

For making an application for admission for the first year, a person may send documents through the postal operators of public communication (hereafter - the mail), as well as in digital form.

Documents sent by applicant by mail are to be received not later than the dates specified by paragraph 4.1. of present Regulations for the completion of receiving the documents.

4.10.On mailing the documents the applicant provides the following documents:photocopies of documents proving his identity and citizenship, a copy of the document state education, a copy of military ID (for persons who have military service and retired from military service, and using the results of the unified state examination, handed to them a year before being drafted into military service ), as well as other documents required by present Regulations.

4.11. A personal file of every applicant stores all handed over documents, materials, admission tests, qualification tests (including an extract from the minutes of the decision the Review Board of Higher School).

4.12. The applicant receives the receipt of documents for admission.

4.13. The Admissions Committee has a right to take the original document on education and other documents provided by applicants. The documents should be returned by the IIEL during the next working day after the application.


5. Admission tests

5.1. On admission to the first course, the IIEL determines at least three entrance tests, including entrance exams in Russian language and general subjects in the profile (profile subject in bold) specified in the List of entrance examinations (except the case specified in paragraph 1.5 .2 paragraph 1.5 of present Regulation).

5.2. All the admission tests conducted by the IIEL for admission to the first year, including additional admission tests, are completed not later than July 25 (except for the entrance examinations for correspondence courses, graduate programs and certification tests).

5.3. The results of all admission tests are evaluated on a scale of one hundred points.

5.4. Admission tests conducted by the IIEL on their own profile are defined by the List of admission tests (Approved by the Ministry of Education and Science of the Russian Federation "28" Oct. 2009 registration № 505 the Ministry of Justice December 2, 2009 number 15 357, taking into account changes, ordered by the Ministry of Education and science of Russian Federation № 86 of 24.01.2011, № 2433 on 03.10.2011).

Admission tests, conducted by the IIEL itself, are held in the form of testing.

5.5. Admission test, conducted by the IIEL itself in the oral form, documented by a protocol that records the questions to the applicants and the examinators’ comments.

5.6. Admission tests may begin not earlier than the beginning of the reception of documents and are conducted in several stages according to the formation of groups of applicants; may be held simultaneously with passing USE in the additional exam dates for USE, for applicants, not having the results of USE.

5.7. A calm and friendly atmosphere should be held for all admission tests (including MA tests), giving the opportunity to all the applicants to demonstrate their knowledge and skills.

During the admission tests it is forbidden to carry and use the communications and computer technology (including calculators), except for cases established by regulations of the Russian Federation.

5.8. It is forbidden to assent the final exams at the preparatory departments, courses (schools) of the high school.

5.9. The Chairman and the vice-chairman of the Admissions Committee announce the subject, date, time, examination group and place of examination, consultation, date of announcement of results, and made available to applicants not later than June 20.

The names of the chairmen qualification tests and examination boards (including tests on MA program) and of examiners are not specified.

An additional reserve day (s) for applicants referred to paragraph 5.12 of Present Regulations is to be provided for admission tests (including MA program).

5.10. Applicants take admissions tests in Russian.

5.11. Persons who have taken documents after completion of receiving the documents., or have got the result below the minimum number of points, are eliminated from the competition.

5.12. Persons who do not appear on the admission test or qualification tests for a valid reason (illness or other circumstances documented), are allowed to take the tests in parallel groups in the next phase of admission tests or individually prior to their completion.

5.13. The applicants are not aloud to pass the admission tests again.

The results of admission tests to full-time training are defined as the results of entrance tests for other forms of education and (or) conditions of training.

The Admissions Committee have the right to remove the applicant from the test if the applicant doesn’t follow the procedure of admission tests. In this case the Admissions Committee returns all the documents to the person.


6. Peculiarities of the admission tests for people with disabilities

6.1. People with disabilities in case of absence the results of USE may pass the admission tests to the IIEL in accordance with the List of admission tests, in the form prescribed by the IIEL itself, taking into account the peculiarities of psycho-physical development, individual abilities and health status (hereinafter - the individual characteristics) of an applicant.

6.2. The admission test in Russian language can be written in the written form as composition, presentation of text or dictation, and (or) in oral form.

6.3. For admission tests the following requirements are necessary:

admission tests are held in a separate classroom, the number of applicants in the same classroom should not exceed: to pass the admission test in written form - 12 persons; to pass the admission test in oral form - 6 persons. Applicants with disabilities may join the group of applicants without health restrictions if it doesn’t make difficulties for applicants to pass the admission test;

The IIEL itself may increase the duration of admission tests time to 1.5 hours more according to the written request of an applicants, prior to the admission tests.

Assistant teacher provides the necessary technical aid to the applicants (take a seat, to remove from place to place, to read and formulate the task to communicate with the examinator);

The applicants are given the written instructions on how to conduct admission tests;

The applicants according to their individual characteristics may use technical means;

General conditions should provide the applicants to use the classrooms. toilet and other rooms, as well as their stay in these rooms (the presence of ramps, handrails, expanded doorways, elevators and lifts to place on the ground floor, the presence of special chairs and other devices).

In addition, for the categories of applicants with disabilities it should be provided:

a) for blind

tasks for admission test as well as instructions are made in Braille or in electronic version that is accessible by a computer with specialized software for the blind, or be read by an assistant teacher;

written assignments are done on paper in Braille or with a computer with specialized software for the blind, or are dictated by an assistant teacher;

if necessary, the applicants are provided with a set of pens and paper for writing Braille or computers with specialized software for the blind;

b) for the partially sighted:

The applicants are provided with individual uniform illumination of at least 300 lux;

If necessary, the applicants are provided with magnifying glass;

The admission tasks as well as instructions are made in large print;

c) for deaf and hearing impaired:

the applicants are provided with sound amplifying equipment.

for applicants with severe speech impairments, deaf, hearing impaired all the admission tests for the incoming request must be made in written form;

for applicants with impaired locomotor (severely impaired motor function of upper extremities or the lack of upper limb):

written tests are performed on a computer with specialized software or are dictate by the assistant teacher;

on request of applicants may be conducted in the oral form.


7. General rules for providing and consideration of appeals

7.1. According to the results of admission test conducted by the IIEL (branch) itself the applicant has the right to appeal to the Commission in a written form on the violation, to his view, the established order of the test and (or) does not agree with his (their) results (hereinafter - the "appeal").

7.2. The appeal is not considered to be a retaking admission test.

7.3. A person makes an appeal on a day, coming after the day of the announcement of the admission test. The Admission Committee receives appeals throughout the day.

7.4. Applicants have the right to be present at the appeal. Applicants must have a document proving their identity, and the examination paper.

7.5. If an applicant is under 18 years old one of his (her) parents or legal representatives, except for non-adult has the right to be present at the appeal.

7.6. After considering the appeal, the appeal committee makes a decision on the assessment of admission test (as in case of increase and decrease, or leaving unchanged).

7.7. At disagreement the appeal committee votes and takes a decision approved by a majority vote. of disagreement at the appellate committee voting takes place and a decision approved by a majority vote. The applicant is informed about the decision with his (her) signature.


8. Admission to the IIEL

8.1. Is held on the website of the IIEL and the information board of the Admissions Committee.

8.2. August 4 - the deadline for providing the original of state document of education for applicants who have successfully passed the admission test.

8.3. August 5 – placement the list of applicants, admitted to training on September 1 on the official website of the IIEL and Admission Committee board.

8.4. The applicants who haven’t provided (or have withdrawn) the originals of state document of education are considered to have refused admission to the IIEL.

8.5. If there are vacancies, the further admission to the IIEL is conducted according to the full list of applicants, to complete the filling of vacancies.

8.5.1. August 9 - completion of providing the original of state document of education.

8.5.2. August 10 - placement the list of applicants, admitted to training on September 1 on the official website of the IIEL and Admission Committee board.

8.6. The admission of applicants on the BA training programs by contracts with payment of tuition fees by a time limit set by the annual reception of the rules, and must end not later than 10 days before the training course.

8.7. The admission to study on the BA training programs by correspondence, and on the MA training programs should be conducted after the admission tests, and end not later than 10 days before the training course.

8.8. After the admission, according to a written application, the original of state document of education is returned during the next working day.

8.9. According to the present regulations, applicants who have the higher education are to provide the following:

The original document of state education and four photos (if they were not provided earlier) - for training the programs;

A certified copy of the document of state education, 4 photos (if they were not provided earlier) and a certificate from the university a student studies - for listening to the programs.

The applicant who has sent the documents by mail, provides the original of the document of his identity, a copy of which was sent to them by mail, and military ID (if necessary).

8.10. The order (orders) of admission with the number of points, are published on the official website of the IIEL and admissions information board on the day of publication and should be available to users in the period up to December 31 this year, inclusively.

8.11. Admission to study on the BA by correspondence programs, as well as training on the second and subsequent courses is carried out in the terms defined by the rules of the annual admission rules.


9. Peculiarities of the admission of foreign nationals

9.1. Admission of foreign citizens to the IIEL (branch) is carried out in accordance with the Ministry of Education and Science of the Russian Federation in accordance with international treaties of the Russian Federation and the Russian Federation by intergovernmental agreement by contracts with payment of tuition fees.

When applying for (in Russian) for admission to the IIEL a foreign citizen provides the following documents:

- copy of an identity document or the document certifying the identity of the foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law on 25 July 2002 N 115-FL "On the Legal Status of Foreign Citizens in the Russian Federation" (Collection of legislation of the Russian Federation , 2002, N 30, art. 3032);

- original document of state education (or its duly certified copy), or the original document of a foreign state on the level of education and (or) qualifications admitted in the Russian Federation, as well as in case provided by the legislation of the Russian Federation, and a copy of the certificate of admittance of the document;

- a duly certified translation into Russian of a document of a foreign state on the level of education and (or) diploma supplement (if the latter is provided by the laws of the State, which issued a certificate of education);

- Copies of documents or other evidence confirming the identity compatriot living abroad, belonging to the groups provided for in Article 17 of the Federal Law N 99-FL;

- 4 photos;

- a copy of an entry visa to the Russian Federation, if the foreign citizen has arrived in the Russian Federation by an entry visa.

All translations in to the Russian language should be made to the name specified in the entry visa.

9.2. Documents of foreign countries, based on international treaties according to Russian documents on the primary or secondary (full) general education, primary and secondary professional, higher education, are admitted without going through the procedure of recognition and equivalence in the Russian Federation.

Foreign citizens are admitted to training at the IIEL in accordance with the letter of the Federal Service for Supervision in Education and Science (Rosobrnadzor) 05/23/2011, the № 02.114.

9.3. Nostrification procedure is carried out in accordance with the procedure of recognition and equivalence (nostrification) of international documents on education and academic degrees and forms of corresponding certificates (the order of the Ministry of Education of 14.04.2009 № 128).

Applicant personally sends a letter by mail at: Moscow, Ordzhonikidze st., 11, building.9, FSSI "Glaveksperttsentr" (tel. 8 (495) 649-8072) with the following attached documents:

  • personal statement to the agency with an obligatory indication of the reasons for which he (she) needs nostrification (study or work).
  • the original certificate of education with the application.
  • two certified copies of the document of education with the application translated into Russian.
  • notarized copy of passport pages 1 and 2 with translation into Russian.

Foreign nationals, who must provide a certificate of equivalence in the established order, before receiving a certificate of equivalence are admitted by condition (with a written consent).

9.4. Foreign citizens who have a bachelor's degree or diploma of higher vocational education or a document of a foreign state of the level of education and (or) qualifications recognized in the Russian Federation are admitted to the MA training program.
